if a child with bipolar and adhd, odd, and some other disorder as we call them… how do you know when it is time to say it is enough and have someone step in to help out.

I think it must be time to at least consult a doctor about it because you're asking this. But no one here knows the whole situation so talk to a child psychologist about it and get some help while he's young enough. Treatments for those disorders you listed are getting better all the time.
